  1. Each state, through its corporation commission, charters and oversees insurance practices, claims, and pricing. This is why pundits demanding interstate sales of health insurance to increase competitive pricing is ignorant. If you anticipate moving a lot, buy a Blue Cross & Blue Shield plan. They are registered as a corporation in every state (non-profit to boot).

    Local plans through P.A.s or Hospital-based HMO’s are superior, but not portable due to the ‘brick & mortar’ aspect.
